Glacial Mantle in bags (paying well)

As the title states, I am looking to buy a character that has Glacial Mantle cloth shoulders in the character's bags, not transmog tab. I do not care about other achievements, mog etc, I am only looking for glacial mantle. However, if the character does have other valuable xmog, achievements I will adjust my pay accordingly. I will be extremely generous with the payment for this item, and will also pay for a finders fee.
