Is there any way on the pala rotation to make it dispel not so instantly, like within 1-2sec of team mate getting feared but not instant.

Nope you don`t need to pay for future major class changes or changes for 5.3. As long as I continue playing this game, I will do updates for my current profiles. And I am planing to play this game in patch 5.3 and further.
