These images look very similar to the scans an online store sends me when I buy gamecards alike. Not going to expose it for the sake of not ruining this guy's business but as far as legitimacy goes: there is no special contact, these keys can be purchased in bulk which he is making a commission on.
Easy money.
EDIT: To clarify, buying it from the store itself will not make it cheaper for you so he's not ripping you off in terms of pricing. Whether this is a scam itself or not, I'll leave that to the people buying keys as I can't be entirely sure my explanation is correct.
EDIT #2: The reason they are so cheap is because they are purchased in Asian stores, it's a common business concept that online stores employ. They purchase game keys and time keys alike, throw away the box and sell the keys. It's not just from Asia though, Russia is typically cheaper as well.

Oh, and also the one who joined on sept 2008 still has the "New user" title, meaning the account join-date must've been edited, OR, the account wasn't used for quite a long time.
They also type in "~" and their names. Yeah, unless this is the biggest coincidence of the year, I'm not believing this.
I'm not a 'new' user to this forum, I just never posted here. You got my vouche that he's legit until I would have any evidence he's not. When my WoW account suddenly gets blocked, I'll make sure to let you know.
I know from experience the key trading community is very untrustful towards new guys , certainly if they bring offers 'too good to be true' , but I learned too that a little trust can get you a long way (and alot of money). And if he does appear to be a scam in whatever reason, he'll soon be banned, and what did it cost you? Hardly 2 hours of normal paid work.
So keep your accusations for yourself, he already got 3 pages of flames/accusations to back you guys up whenever a case of scamming occurs.
