Because overwatch uses delayed bans. You can be added in ban list 1 week ago but you can be banned, for example, today

That may be the case, but if you use something that got detected -- say 6 months ago today. The ban will not be as delayed and will ban you within 24-72 hrs. Which is the case for your cheat. Probably you was banned by using public hack before GotchaBot. It's impossible to be banned in 4 hours after using hack. It must be 1 day delay at least.
