Changing Ip on static internet

Hi guys, first thread so i apologise if i've posted this in the wrong section. Note: "At the moment i have a static internet and cant change to dynamic." I'm abit of a beginner in the sense of changing ip and know barely anything about it.
Q1: I want to be able to change IP every one to ten sec, is this possible with a static internet (Maybe by using a proxy which has dynamic, i dunno)
Q2: If i change my IP will my last ip still be traceable
Q3: I have heard that anonymus change ip like 1000 times every second to not get traced. Is this true? And if so do you have any ideas on how they do it?
Q4: Is it possible to have a untraceable ip adress? (In the sense that I can visit any website without them getting my ip)
Q5: When i use the cmd to try and change ip, my internet goes down and then up again after i've typed in cmd
* Type "ipconfig /release"
* type "ipconfig /renew"
Is it possible to avoid the internet shut down on the computer?
