I'm looking for a mentor that knows everything about HTML, CSS, (Photoshop for some reason) PHP and everything that is needed in making a new website!

Being a mentor is not going to benefit the mentor in any way, so why would they teach you from start to finish HTML, CSS and PHP. That would take forever and a lot of effort would have to be put in.

There are plenty of online resources w3schools is awesome also look at htmldog or whatever it is

Hmm, if you've followed W3Schools guides, but want more advanced topics, to, let's say PHP for example where to go to? Mayyybe..

If you want to learn more advanced PHP, open up more advanced scripts like open-source CMS' (I'd suggest Wordpress and PHPBB) and read the code.
Also PHP: Hypertext Preprocessor will indeed help. Seriously though, use your brain.
