Minimize to task bar: Get the Form.FormClosing event (for when they hit x) to minimize the form (Me.WindowState = FormWindowState.Minimized) then hide it (Me.Visible = False) finishing with cancelling the closing (e.Cancel())

Reopen: Look up NotifyIcon and assigning a ContextMenu to it.

To Go By Time: Use a Timer that fires every minute or so (choose something appropriate to the length of time between attendances) and checks if the current time (Now.Hour and Now.Minute) match up to what you want (have a DateTime object for holding your time).

I'm not about to spoon feed you. Make yourself a form, double click the close icon to get a bit of code that deals with the FormClosing event. Stick in the code. Create a timer control on your form. Set the interval to something appropriate. Put appropriate code in there to see if it's the right minute to take action.

If you haven't programmed before, this really isn't how you should start.
