Preventing the other team from calling a Timeout
So I had a team member DC at the end of a round today and instantly somebody on the other team called a timeout which in turn prevented us from calling one ourselves because apparently you cannot call a timeout as long as the other team is voting on their own. Luckily for my team and I we had friendly opponents and they ended the vote just in time for us to vote one ourselves but they could've easily let it linger the whole grace period before the round started.
Could definitely come in handy if you macro it and every time an opponent disconnects you can just get a free 4v5 the next round.

It used to be like that yes, if one team had a vote up then the other team could not start another vote until the first one finished.
But I'm pretty sure that I read something about that in some recent patch notes... That the votes for each team is independent from each other making this trick obsolete.

I suppose someone just use than exp on faceit or online qvals to ruin opositte timings, so the lost team just reported to support. Or that thing just become very common, so the devs easily spot it)
