Achievement helper plugin

Is there a chance to make plugin that read achievement page and show popup (or other form of notification) when in any act is bounty to kill rare opponent that is need to achieve? For example if we miss kill Tadarya in V act and there is bounty to kill him we will be informed at start of the game.

In extended version there could be information about rare monsters (blue, yellow) that can be spotted in location when we appear that location (eg. Skeletal Crawler in Plague tunnels )
