Boj anglers can have the same stats and they ALWAYs have both Movement speed and attack speed :P Those boots only have the attack speed, you need som good luck and a lot of cash to get them with movement speed aswel.

or you can buy them from ah for 150k gold with ms and as so , yeah ,
