I think OP doesn't really need any random people test out his bot so he decide to put some requirement that he consider active to test his bot. It doesn't really matter he's new in here or not .Right? He is the one who write or involve in the bot so he can decide what he wants. You don't need to high post nor long time account to be able to make a bot

This poster makes sense. As long as the project is vetted at release and not key logged (I'm vouching it won't be anything malicious) then lay off. If you are interested in the beta post and get in contact with the dude.
