Where did you find the message about a rollback since I can't find anything and rolling back 10 days is a little extreme and they didn't roll people back for malthael exploit or the infinite xp farms.

I'm just wondering if you're still supposed to get EXP when in the city? When you say not working anymore, do you mean getting EXP in the city or getting boosted EXP when in the city?
