Some quick remarks/tips:

• You can boost multiple players at once. Remember to constantly make sure everyone is receiving their exp.
• There's no need for the boosted player(s) to be in town for this to work, doing bounties/finding pools is a nice alternative
• Killing an elite pack that has a lot of HP grants the boosted player(s) an enormous amount of exp (sometimes even 1b).
• Players who are in town when the rift boss dies often get significantly lower amount of blooshards and legendaries (mostly none).
• If a boosted player suddenly stops gaining exp, he will need to enter the current rift level, a̶t̶t̶a̶c̶k̶ ̶a̶ ̶c̶o̶u̶p̶l̶e̶ ̶m̶o̶n̶s̶t̶e̶r̶s and tp back to town.

  • There's no need to kill monsters, simply port out while in combat and you will start getting 'afk' xp.
  • If all players in greater rift die, you'll have to port in, enter the current level and port out while in combat.

• If a boosted player suddenly stops gaining exp, he might need to enter the current rift level, attack a couple monsters and tp back to town.
• You don't always need to kill mobs to start gaining the multiplied exp, this mechanic seems completely random.

I'll edit this post as I experiment more with this bugged mechanic. I'd appreciate if someone confirmed my findings

Indeed you're right, the leecher can be farming for more xp pools or killing goblins or even doing bounties, he doesn't need to stay in town.
When I found out, I was getting around 7.7bil xp/rift (rift 36) at paragon lvl 620
Blue elite packs gives the most xp out of the rift
you're right again, leecher almost never get legendaries from the RG if he's in town, and not so many blood shard. You might wanna zone in to kill the RG with the group, you'll miss the xp but at least get loot, up to you.

It will probably get hotfix today or tomorrow during maintenance.

maybe some new info :
- you do not need to kill anything to start getting XP. The trick is to start porting town while in combat
- you can boost 3 ppl gaining same amount of XP as boosting 1. Just port out while in combat
- if everyone in grift dies at the same time you loose your in combat status and will stop receiving xp
- you can resume getting xp by entering combat in grift and porting out again
