    That.
I've done the same before. Completed a couple bounties with my level 50 crusader and opened with other 70 char, all items were level 50.
Unless the QUALITY of the items change with difficulty, imho it's all preset when you get the pack.

its not true - the quality of the legendary dont related with difficulty

    thats all

I've farmed 20-30 caches all on normal (level 70) and received multiple torment only legendaries when opening them on T6. So, there must be some truth to this exploit.

It was a wizard wand... Class specific AND set. Are weapons excluded from the list?

Class specific set = Tal Rasha's, Firebird, Natalia, etc. Those are Torment only and can no drop in the Blood Shard items thingies.

Horadric cache "remembers" the level you were when acquired? - Forums - Diablo III

The Horadric Cache is a reward given to players for completing Adventure Mode Bounties in Reaper of Souls. They'll always contain items based on the level it was awarded from, so waiting to open one until you're higher level will not increase the level of rewards. Feel free to open up those Horadric Caches right away, since they might have gear or crafting materials that will immediately help you in your journey.

    Interesting find

And how did I get lvl 70 items? Collected bags with my lvl 60-64 TR Monk on Normal and after ~30 bags opened with my lvl 70 sorc and as stated before there were imperial gems and lvl 70 items inside. Not really lucky with RNGods will on legendary/set but in fact got items that couldn't be in there.

I think that when you get the cache the game sets the caches level and act but thats it so you cant change the items level or the act but all other stuff is affected ( like gem types and drop % )

Most will say it is rng. And it likely is but I generally feel I get better results opening the cache in the same game I earned it.

Bounty bags now properly ignore Difficulty setting when opened. You can no longer get Imperial Gems or increased gold by opening them on a higher difficulty.
