I've farmed 20-30 caches all on normal (level 70) and received multiple torment only legendaries when opening them on T6. So, there must be some truth to this exploit.
Not 100% related, but I was doing normal bounty runs with my friends and got a set wand... didnt blizz say set items will only drop in torment?

The Horadric Cache is a reward given to players for completing Adventure Mode Bounties in Reaper of Souls. They'll always contain items based on the level it was awarded from, so waiting to open one until you're higher level will not increase the level of rewards. Feel free to open up those Horadric Caches right away, since they might have gear or crafting materials that will immediately help you in your journey.

And how did I get lvl 70 items? Collected bags with my lvl 60-64 TR Monk on Normal and after ~30 bags opened with my lvl 70 sorc and as stated before there were imperial gems and lvl 70 items inside. Not really lucky with RNGods will on legendary/set but in fact got items that couldn't be in there.
I think that when you get the cache the game sets the caches level and act but thats it so you cant change the items level or the act but all other stuff is affected ( like gem types and drop % )
They patched this today,
I opened my caches in t6 a5, and i got lowbie gems

Most will say it is rng. And it likely is but I generally feel I get better results opening the cache in the same game I earned it.

Whole thing has been hotfixed.Bounty bags now properly ignore Difficulty setting when opened. You can no longer get Imperial Gems or increased gold by opening them on a higher difficulty.
It didnt worked for me even before. or maybe it was fixed a little faster?
