the goblin level varies according to difficulty. on inferno its always level 61.

To clarify again, it's 5 minutes once you put the ring on before a goblin can spawn.
It's 15 minutes if you've spawned a goblin out of it regardless if you put it on and take it off afterwards.

Think of it this way, when you enter a boss encounter, you enter a completely new instance zone. Your gear at that point is "snapshotted", so if your puzzle ring is not on cooldown, it can spawn the goblin at the boss encounter.
Upon death, your equipment cooldowns reset to what they were before the encounter, thus your puzzle ring resets.
If you spawned a goblin though and try to go into a boss encounter, the puzzle ring is on cooldown upon entry, so a goblin will NOT spawn. Even if you die, it does not reset the cooldown since the snapshot of your gear before the encounter had the ring on cooldown.

This will NEVER be viable for hardcore as you need to die at the boss encounter in order to reset the ring. Sorry

i was reading about the 5 min starting cooldown, in my experience, I cannot farm one within 5 min of putting it on, after that however i was swapping it with my buddies in game (4 of us) ever 12 min(that was the cooldown for me), there was no 5 cd after the first time it was equipped, to say this, every 12 min, we stood in a hellforge/swapped/hellforge/swapped/etc till we spawned one from each of us, then the first guy to spawn one put the ring on till another randomly spawned, then we would spawn the other 3, not correcting anyone, just giving my experience with it

ring is lvl 40 i think and that is Act 3 Nightmare...

Yes, still working... I tryied use this to farm leoric signet in Belial Normal... but not a single lengendary after 2 hours.

Updater ran when I opened D3 today and now I can't get gobos to spawn at butcher...can anyone else confirm this?

No, it wasn't patch, but it may after this update. I can see however on this new Patch puzzle ring will become much more attractive, as all act monster will now drop the same level items, meaning even act 1 Gob (Puzzle Ring) should now also drop the same items as any other Gob. Can't wait to test this out.
