So according to this - (Spoiler) Diablo III - Item Affixes - Diablo III General Discussion - Diablo Discussion and Community Forums - DiabloFans.com - Dex/Vit are considered Attribute Boosters being one affix?

Not exactly. Dex or Vit can roll as a single attribute. They can also roll combined as one attribute.
Consider the blue items that drop and not the yellow ones. An item "of Pain" is Dexterity. An item "of Assault" is Strength. However these affixes can also be a combination of any 2 of the main 4 attributes. "Valiant" is Dex and Vit combined. Then if you have an item that is "Valiant XXX of Pain" it has Dex/Vit as one attribute and another Dex roll as another Attribute. Thus these items have a high Dexterity value and a lower Vitality value.
Archon Spaulders of Pain (1 property)
+XX Dexterity
Valiant Archon Spaulders (1 property)
+XX Dexterity
+XX Vitality
Valiant Archon Spaulders of Pain (2 properties)
+XXX Dexterity
+XX Vitality

The first set of numbers is the level requirement / item type.
The second set of numbers I don't know what it is.
The next 6 sets are the affixes.
Example Ring:
⻈Item:2,1146967321:-1793183506:206301572 , 1804598324:-1:0:-1:-1:-1:9:478:478:0:0:4:0: 398959633 :|h[Assailing Ring of Assault]|hㅇ
1146967321 = Ring + Level Req
-1793183506 = No Idea (Maybe it's a checksum or something?)
206301572 = "Of Assault" (Some Strength range)
1804598324 = "Assailing" (Some IAS range)
Some different examples of the first set:
Ring Level (There are no level 17,19, 21, or level 22 rings. Hence the +1 increments.)
1146967285 = 16
1146967286 = 18
1146967287 = 20
1146967288 = 23
Amulet Level (As you can see, a different item type starts somewhere completely different.)
1682228621 = 23
Basically, unless we get a comprehensive list of the item affixes and their values, the only thing we can do with this is determine how many affixes it will roll.

Its useless to put it as elite since there is allready bug report on Blizzard forum about this

Further to my post earlier, although rare items all spawn with random names, by looking at the attributes rolled you could name it as a blue item.
For example an ilvl 62 rare gloves which had strength, dex/vit, magic find, chance to fear and sockets would be called something along the lines of Socketed Seeking Assaulting Horror Sovereign Vambraces of Pain.
If you have the whole string data, could anybody be so kind and tell how to decode the stats from it? I'm kind of lost, read the d3inferno.com but i fail to get it :|
