resplendent chest farming + fair amount of rares

It hasn't showed up twice for me, and my friend reported seeing regular chests x2.

Town cellar seems to be nerfed, much more closed cellars and a few white chests.

Fixed this Morning EU/US....tested, chest is Gone and cave only show up 50% of the time.

therefore....Not working anymore.

The rare chest in the Town Cellar in Alcarnus will now only spawn 50% of the time, down from 100%

More like 5%. It wasn't even 100% in the first place.
