I'm facing this problem today, Blizzard begin to limit game creation or just the game server problem?

Some people say that, when you are facing input limit reached which mean you were flagged by blizzard due to suspicion of botting.

No people are not saying that you are getting it because you are flagged. They are stating that hitting it flags you for investigation. It was implemented by blizzard to stop or slow down botters. Currently it appears they are auto flagging accounts that hit it for further investigation. In other words they check your history and if ou bot it will be pretty obvious. Earlier today it looked as if it was all hands on deck for bliz as they were banning minutes after hitting the limit. It has slowed down now. Feel free to check th banned sticky in general to see how and when people were banned

found the reason: Game Limits Re-Enabled (Updated) - Forums - Diablo III

replaced to bot in another map "Rakkis Crossing" but GPH dropped from core 420k gph to 280k gph. Only works with range class character, I was using Barbarian when I was in core.
I was switched to my Witch Doctor since I don't have Demon Hunter.
