This won't work as you would have expected, the level of contribution from individual guild members required to unlock the level 16 perk as the OP mentioned requires ALOT of Catacylsm PVP and raiding as a guild, that being said, if you run a guild with the intention of just profiting off that single perk alone, my best bet is that you will fail without thinking of starting off as a proper raiding/pvp guild.
Just take a look at the exp table, Guild advancement - WoWWiki - Your guide to the World of Warcraft - It is not a simple mass recruit process for any guilds in order to obtain all 25 perks.
However, if you manage to stay true to your original motive and pull it off, you probably deserve it as the effort required as a GM to bring the guild up to level 16 is tremendous and you will be known as a successful guild in your realm.

That's not how I'm reading it...these are all things you can do that don't include raiding/pvp:
~Earning Guild achievements
~Boss kills in a raid or dungeon in which 75% of the party is from the same guild
~Completing quests / daily quests that reward experience[1]
~An individual player's faction reputation advancement
~An individual player's profession progression
