lvl 55-60 Exploit Question

Ive heard there is a trainer located inside a city that is lvl 60 but is extremely
easy to kill even at lvl 55. She gives a large amount to xp for each kill
and the best part about it is that she will respawn instantly! You can
use her well into your 60’s. Sooo where exacly IS she? I looked everywhere on this but nothing came up. Insight on this would be helpfull.
