While in Stealth, if you use Sap on enemies (NPC & Players) that are in combat, you will get combo points while staying in stealth and without entering combat.

lol I'll maybe sound like an idiot, but since you can sap players in combat?
not playing since 1/1/2011, but it sounds very unlikely to me that Blizzard would change this...
Let me clarify. You can continue to Sap them until you have 5 combo points. They won't be 'sapped' and they'll continue to stay in combat, unaffected.
Here are the steps for those who would like to repeat this process in a more simplified way:
1. Stealth
2. Target an NPC or Player who is in combat.
3. Spam Sap on the target.
-You will gain combo points without sapping the enemy, and without exiting stealth or entering combat-
4. Continue sapping until you have 5 combo points.
5. Success, enjoy.

lol, that is cool... after somebody confirms, +7 from me
Tested this on my rogue against a target dummy in combat, no combo points and only get the message about the target being in combat.
What spec are you? The talents may be causing it. I'm assassination.
Do you even get combo points from sap? or am i missing something?
i hope you werent in a group with someone spamming heals or doing crits while you were "sapping" an in combat npc... sorry for this but the combo points were from your groupmate (if you were sub ofc) via HAT

How do you even get to level 85 without knowing your talents ?
Honor Among Thieves.
I also just tried on my Rogue in case you weren't retarded. Not working.
OP is most likely unaware of the HAT effect, but there WAS a change to sapping mobs (which is why he's saying sap targets in combat). As of 4.0.6, linked mobs no longer enter combat if the rest of their buddies are aggro'd, allowing you to re-sap as frequently as you want. It used to put them into combat immediately making sap a one-time thing.
Just tried on my assassin rogue and obviously it hasn't changed. No combo points from sap (http://i54.tinypic.com/vgmlva.jpg) , got 2 from cheapshot and 2 more from mutilate as normal (http://i56.tinypic.com/2ho8bip.jpg). OP is definitely experiencing the Honor Among Thieves - Spell - World of Warcraft effect.
Alright, I'll try to post a video.
PS: You shouldn't be in combat, but your target should.
Here are the requirements once again.
You - Not in combat, Stealthed
Target - In combat
Skill - Sap
Method: Spam Sap on the target that IS in combat. You aren't allowed to sap enemies that are in combat, but currently the exploit allows you to gain combo points without actually sapping them.
Does this clarify anything for anyone? I've been doing it all day.

Alright. I got the video. BTW: I was in AV if that helps.
I went in stealth, targeted an NPC who is in combat(attacking teammate), and spammed sap on the NPC. In my castbar, you can see sap being spammed.... as I'm pressing 1 repeatedly. It's giving me combo points after completion, but not actually sapping the enemy.
I will edit this post, and the main post when video is uploaded to youtube.
It's only worked for me in AV, against the tower guards.
Hmm.. it seems like my video was crap and didn't show anything. You can call me a fail or whatever you'd like for trying, but I 'd have to apologize for not following up on my post of posting a video. I need to get back to work now, but I'll try to film it later when I'm done.

At first i thought this post was going to be about Sap --> cheapshot without breaking sap for 2-3 combo points, then restealth, which is an OLD as hell trick... but then coming here im like.. LOL
Youre obviously HAT spec gaining CPs from your party members.
You can actually sap mobs in combat now though, theres like a 2-4 second window of opportunity at the beginning of a pull where you can sap.
I sap mobs after tank pulls in heroics all the time, probably doesnt work in pvp though.
You can Sap longer than that. As long as your target has directly attacked (or healed anyone in combat) and no one has attacked that target, you can resap it.
Like someone mentioned above, mobs together in a pull now go into combat individually, meaning you can Vanish and reapply Sap before it wears off as long as no one has hit your target, or even after it wears off if it hasn't hit anyone or healed anything. (in PvE anyway).
Honor Among Thieves - Spell - World of Warcraft
OP is stupid. Also get error message when trying to sap a target in combat.
I'm really tempted to make a video mocking the OP by being in a group of other people and having a dummy targeted while other people beat on something else and I automagically get combo points for doing nothing, and I'd like like
:O ZOMG I GETZ COMBO POINTS BUT HOW?!?!!?1 MUST BE XPLOIT!!!1
.. But I don't have a high enough level rogue, and I lack the skills to put in such commentary in the video, aside from /say.
