Hey there, I've never seen a guide on how to do this, and I managed to figure out how to do it last night, so I figured I'd write a guide on it. This is my guide on changing the face of a Draenei, or any race you please!
What you'll need:
-My Warcraft Studio
-Wowmodelviewer
-2.4 MEfix (Can't provide a link for this I don't think, sorry. :[)
First off, go ahead and open My Warcraft Studios. Then click File > Open. Browse to your data folder, and open Common.mpq.
Once, there, click on CHARACTER, and expand the folder of the race you are. You should see something like this.
Scroll down, and find the gender folder of your character, you should then see files like this.
Open wowmodelviewer, and find the face you have. You also need to figure out what skin tone you have. I've not figured out a better way to figure this out but just eyeing it, and giving it a shot. Wowmodelviewer may help you figure this out, but with the lighting, it's sometimes hard to tell what color it really is. For this guide, I had face (, and skintone (7). Jot this down in notepad, or somewhere you can look, if you're a forgetful person like myself. :P
Continue looking through Wowmodelviewer for the face that you want. I decided on face (0). Again, write this down if you feel like you may forget.
Open MWCS, and open Common.mpq again. Expand CHARACTER, go to your race, then your gender. It should look something like this:
This is the kinda tricky part, but not really. Here you should see files named like "DRAENEIFEMALEFACELOWER00_01.BLP." What this is, is face number (0), and skintone (1). You need to find the face you have now. This means in this guide I'm looking for "DRAENEIFEMALEFACELOWER08_07.BLP For this guide. Once it's found, just right click on it, and copy treepath and paste it in a notepad so you don't forget. Then you have the find the upper portion of the face. This is accomplished in the same method, only scrolling down a bit more and finding it. Once again, for me, it was "DRAENEIFEMALEFACEUPPER08_07.BLP". Once again, right click, copy treepath, and paste it in notepad.
Now you need to find the face that you would like. For me, this is face number (0), and skintone (7). Once you find the upper-portion, right click on it, and extract the file. You can extract this anywhere you'd like, just make sure that you don't lose it. Do the same for the lower one. File > Close the MPQ once you're done with this.
In MWCS go Pack > Create MPQ Archive. Save this MPQ as patch-# (# would be either 4-9, a-z, I think >.>) in your World of Warcraft/data directory. I'm saving it as patch-4.mpq in this guide.
Then go Pack > Add File to Archive. Click the ... , and browse to where you extracted the textures earlier. Add the
lower one first. THIS IS IMPORTANT DON'T SKIP THIS STEP! Go back into notepad, and look for the pathtree of the
lower one, and paste it into the box that pops up when you add the file to the mpq. Then click Ok, and repeat the process for the upper portion.
Your MPQ should now look like this, and if it does, Pack > Save and close archive.
Load WoW using the MEfix for 2.4, and if all went well, you character should have your new face.

This is also possible to do to change your model changed character's face. It's the same process, except when you extract the files, extract the face files of the race and gender you changed into, instead of your original. If you can follow this guide, you should still be able to accomplish this, though, some things are slightly different.
