How to make High Elf playable?

Hi guys. Before I tell you about my question I would like to give you know what kind of project is intended. What i'm looking for my own private server (3.3.5a) is some way to make high elves be playable, and that all users can see each other as this breed.

Well, now I will comment my doubts. The first thing I thought is simply exchanging existing characters. What I mean is to use a race that does not interest me (like the fel orcs) and replace the original M2 with the M2 of the blood elves. If this is possible to do so would need someone to guide me to know how to do it.
Returning to was thinking, it is clear that changing the vile orcs blood elves, not end to resolve the issue I seek. Still would need to change the eye color from green to blue. This I do not know how, and would need a guide about it too.
Finally, it turns out that I have no space in the screen creation for this new breed (high elves), and I wonder if it would be possible to apply the new look created through some spell or GM command that implements the new look permanently in the character of the user. Or maybe I'm forced to do so through a screen creation, including an additional place to the new race? Whatever the case, also would need a guide to any of the questions.

I almost forgot. would be first necessary to make playable fel orcs? right? and how is that done?
