Glowing Hands - Model Edit

Yo!
Is it possible to add a permanent glow to my hands?
Such as the hearthstone casting animation.
I want to edit something that i can run around with that shiny glow on my hands.

Ok I just swapped some spells and got some decent effects.
But now I'm wondering if you could apply the Levitate clouds permanently to a passive buff like Arcane Empowerment.
I had no problems with swaps like Arcane Empowerment to Icebound Fortitude or Icy Veins, but the Levitate clouds normally fade away after a few secs so I dont get it to work =/
Any suggestions how I can apply the Levitate animation permanently to Arcane Empowerment?

Something like:
extract "spell(levitate)".m2, open with some kind of editor, change some numbers, create patch.mpq, rdy?
