Would someone be able to help?

I have been looking for the last few hours for somesoftware to make the Banners that appear on the voting sites.

Does anyone know where I can make these banner to advertise my server?

This don't have much to do with model editing, however if you want to add a certain skin or blp file to your banner then look into the blp-->png program in the program subsection.
