Shining ground signifies a lack of an Alpha layer of your custom texture. Read the following:

Instead of posting a lot of useless guides answer directly:
The tilesets are missing _s.blp files. Thats it. It has nothing to do with alpha layers. So what you should do is having a look on these files instead of reading seven guides that have nothing to do with your problem.
Oh, and ~sInX: These textures aren't even custom.
Please do us a favour and don't try to help people with stupid linklists if you have no idea about the problem. ALL these guides have nothing to do with that issue.
Hmm, someone (*cough* AZO *cough*) evidently told a lot of people the wrong information, especially refering to the term Alpha Layers.
I've always refered to _s as shadow textures, so tbh i guess that's the problem. Although i presumed the guides i sent him dealt with _s shadow textures.
Regardless, if he reads through the guides his knowledge will increase, therefore helping him further. Tbh i think any answer is appropriate as long as you point them in a direction that's useful.

Edit: I've only ever recieved shining layers with custom textures :/ I guess that's something for me to look into.
But these guides don't.
#1 - He already knows how to use MWCS. I don't think he needs a guide about the basics.
#2 - This deals with creature textures only. Its a simple export - convert - edit - convert - save. Nothing he uses nor it handles _s or even tilesets.
#3 - Again, not related to _s / tilesets.
#4 - This is a good guide, still does not relate to this topic.
#5 - Creatures again (yay, duplicates!) Nothing useful.
#6 - Wait didn't we already have this?
#7 - Again, basics in MWCS. Just useless.
Btw: _specular.
Reading those guides won't help anyone as he still doesn't know about these specular textures then.
