[Q] World shaping, are there any WotLK compatible tools?

Are there any tools for world shaping that are compatible with WotLK? Im new here but ive been lurking on the forums getting familiar with everything and the one thing that ive never really seen is any tool that is 3.x.x compatible and will let you edit the shape of world terrain. I've seen plenty of texture swaps, but i am looking to start carving my own zone.

The project I want to work on is the Gilneas Zone just south of Silverpine Forest on Eastern Kingdoms. I noticed that the actual terrain of that "zone" isnt what the world map shows, huge chunk missing. Are there any tools that will let you pull the coast line out and prevent you from getting fatigued that far out?

Also, will a 2.4.3 client connect to a 3.0.9 private server?

You can use data from a 2.4 client in WotLK, but not the whole client.

what data specifically, and how would you go about using it? enough to modify terrain?
