• Sky: DBFilesClient\Light.dbc: ID, Map_id, x, y, z, inner radius, outer radius, sky/fog, ... , ... , ... , ... (references to the other light*.dbs ..
• Snow: no, only on private servers. I know of noone who did that by just modifying files. Maybe with ram-editing.
