[Wow 1.12.1] Modifying Graphics

Does anyone know if it's possible to add the new wow graphics, or some of them like new water textures in Wow 1.12.1?

No, it will require extensive modding which is not possible. The M2 format changed from Vanilla to TBC.
The new water effect is simply not just another texture. It's more advanced than that.
