I don't know wtf the original question is, but maybe I can make heads or tails of this -
The image shown is normally overlayed for an unknown reason on the Pandaria map when exported with wowmapper. The minimap files have these added "noliquid" tiles that are mostly green in color, with random bits of land poking through (see the OP's image). I do not know what the purpose of these files are, but if you go and re-create the textures MPQ and remove the 'noliquid' files, then point wowmapper at the modded files, you'll end up with the full Pandaria minimap without this annoying block of green sitting on top of the shores of Kun-Lai Summit.
With all that said, I'm guessing the OP was asking why these files exist in the first place - and it's that which I have no idea. It's strange, and may be something to do with phasing in these areas.
