and, if everyone on the server can see it, if this is an achievement related mount, and they check our achievements to see we don't have it, couldn't that get us in trouble?

finally, how does one go about installing this, because I am interested. :P

It only appears like this to the user. Everyone else will see your regular mount.

all you have to do is use WinRAR to extract the .MPQ file of your choosing, place the patch-?.MPQ into your Data folder in the world of warcraft directory. It's that simple!
Sign into the game and Mount up
