Basically, the siege tanks/demos are very strong. You run heroic due to mob scaling and can sustain siege tank consumables.
Personally, we have found that a tank spec player rounding up mobs with two players in siege tanks behind yields the best results.
The siege tanks use skill "4" when mobs are clumped up, get out of the pack, then spam 1 off CD and 2 in gaps.
Note: The "Giant" mobs have the most dangerous telegraph skill which pretty much two shots the siege tanks, everything else is avoidable easily.
You buy the siege engine with dubloons on the starting ship of the expedition. If you have the dubloon trait on your "garrison ship", the cost is easily sustainable once you get one 10+ dubloon proc from the pouch.
My fastest run was 2min 45 seconds for heroic.

How often are you getting the rusted horde insignias? Assuming your spamming the sh*t out of these.

I assume you mean the reputation turn ins (Each 250 rep)
I estimate I get one 25-35 completions.
Thus far got 4x COA token, 3x Storms Wake token, 1x Proudmore token
2x quest item (700 ap each)
325 boe rare
2x battle rep (cageable)
Good thing about these items is you can turn them in later once Artifact Knowledge is reduced or with Darkmoon rep buff.

Island Expeditions
-Seafarer's Dubloon items may no longer be used in PvP Island Expeditions.
-Developers’ notes: We're looking for ways to use Dubloons in the future, but for the time being, we do not feel that Dubloon use makes for a good experience in a PvP
setting.
-Demolishers and Siege Tanks have been tuned to do less damage, with longer cooldowns on several of their abilities.
So seems like this was nerfed
