Does it tick every second or? It says lasts for 15 seconds, but doesn't say anything about ticks or anything.

What do you mean by "Artifact + Wand of Lightning Shield" ?

I just did this with my druid combined with flying form it did 180k ticks on players so it will wipe the whole team. On my realm horde always loses the battle so it's so fun to see whole ally team wipe at bridge.

The artifact increases dmg done and that applies to the wand.
