At 88 I get 7k per kill unrested which is painfully slow.

Are you going Solo? If you are, then it must have been nerfed, but that doesn't seem like soemthing they would do first after 6 months, right before WoD.

you can take all the turtles on the beach too . they are giving the same amount.
