First of all, I'm releasing this info because I'm tired of wow account sell scamers.
From my experience 4 out 10 wow account sellers are scammers. Even those who send you an Identification card scan & wow expansions.
When you buy a world of warcraft account, the seller to earn your trust, offers you his Identification Card (ID) scan, plus expansions, plus secret answer and everything you need to be 9/10 owner of his account.
The 1/10 left is the fact, that even if he gave you all this information, he can STILL get his account BACK. Just by sending his Identification Card (ID) + a magazine/journal with the current date (It can be a magazine from 4 days ago, for example - early september) . Proving that he currently owns his ID, and ID matches with his born date + name.
What to do then?
When buying your WoW account, you must ask to the seller to give you a photo with his ID card and a todays magazine/journal. His photo MUST BE HIDDEN. Just ask him to cut a piece of paper to cover his face on ID - Blizzard does not care about IDs photo, and its stated on their EULA that a player his allowed to hide his irl face.
So, after he sends you this photo, wow expansions and everything else you go to the police (that's right lol, move to a police station).
When you get there, you must say to the police officer that you lost your bag - with your ID and something else (use your imagination). He will give you a paper, signed by him, saying that Mister _______ (You will say your sellers real owner name - you lost your ID, remember?) lost X items, at the X date etc.
Grab the paper and go home.
Then, call blizz. Saying that you're worried with your account security (try to sound like a nerd) that you just lost a bag with your ID card and a notebook with your WoW information, cuz you were always forgetting your passwords, and secret answer and blizzard was always blocking your account cuz you logged on your work computer and some hours later, you logged on your home computer etc. Tell him that you have a paper proving it, from the police. Scan it and send to them.
Now, the easy part. Go make a new ID card. I did in a couple of hours, had 50 people in queue. New ID should arrive in 1-3 days.
Keep reading and you will understand why do you need a new ID.
Go home and call blizz again. Tell them that you would like to change your name, you are a professional wrestler etc etc. They will say 'Okay Sir, but you must send us your ID with a magazine/journal with the most recent date that you can find to prove that you're the real account owner'. Search for your sellers photo (the photo that he sents you). And send to blizzard, on the next day you will have your name changed.
So, you did a new ID, because blizzard confirms the date when the ID was done. At least, in my country. So, if you're changing your name, you must do a new ID, with a current ID emission date. When you get your new ID card, send it to blizzard, saying: "hey, this is my new card, with my new name" - You must hide your photo and your birth date, you are allowed to. Blizzard has a very restricted policy when dealing with ID cards, since you're dealing with REAL information and it can be dangerous on the internet.
And done! The last owner CANNOT take his account back. He could be the guy that took your bag?! Who Knows?! And blizzard has an old-ID scan with a magazine/journal. And a police paper proving that you lost your bag. And your ID with your real name that matches with the new name account.
If I add up the hours that I spent doing this, it wouldn't be more than 3 hours.
