This is nothing more than an exercise in patience and kiting backwards...

1. Leave your tanks (don't even bother trying to tank him... he one-shots for anywhere from 500k to 1.5 MILLION) , pets, and Melee at home (unless the melee wants to practice their gun/bow skills). All of the above easily pull aggro, and have the potential to pull it JUST far enough away from the person kiting him that he resets... NO MELEE

2. No healers necessary 'cause of the massive one shots... just have them go DPS spec, and help with that.

3. It's a slow burn... no one but the kiter(s) should be going all out unless you're all perfectly grouped up in front of him. Patience was KEY to this fight (for us anyway)

4. GROUP UP WITH THE PERSON KITING. This eliminates all chance that the accidental pull will pull him outta range and reset. He resets SUPER easily we found. That 6-20 yard range is smaller than you'd think.

5. Keep him away from the surface. (We weren't 100% that was the cause of him evading and resetting that particular attempt but we think it was)

6. Have one person watching the overall map to ensure you don't go beyond the edges of the zone (and get fatigued). We had the same person watching our depth as well (eventually we just kited him down into the abyssal depths)

Once you have the above down, it's super easy... Just be patient and have fun with it!

I did it solo as a fire mage and this is rougly the route I used.

I disagree with your leaving melee at home point.
As long as your melee are smart, and watch their threat you're fine. (Make sure they have omen and what not)
My guild 7 manned this about a month ago, had our guilds pally tank just constantly taunt/exorcism/avengers shield. Anything he could do at range while moving backwards. And if someone did start to get above 80% threat on omen, he'd toss a hand of salvation on them.
We did it by circling the whale shark around Nespirah. This ensures you don't move out of the zone, or kite him out of the water.

The evading things has nothing to do with the surface. I have two manned it three times now. I am a fire mage, and I've kited every single time.

Usually I grab the one in Kelp'that, and just ride up along the coast.

First time there was with the comp: Fire Mage and Arms Warrior (Only just dinged 85).
We wiped a lot, trying to figure out what to do. We came up with a solution.

I installed a range addon, and tried to kite it. The main idea is to never get in range (6 yards) of it to bite, and never get out of range (20 yards) to make it start to evade. If you walk backwards (I'm not all sure what they call it, but tanks do it in plenty of raid encounters) you will move a little slower than the whale shark. You will have to turn around and get in position a few times.

As a fire mage, I suggest you to have talented Molten Armor, and Glyphed Mage Armor. Switch between those two. When having Mage Armor on, you should only throw Living Bomb - inform your group about it, so they won't over aggro. When you use Molten Armor, you should be able to use Scorch thus getting Hot Streak-procs will be an opportunity.

Switch between the two armors when your mana runs low.

(Note: Don't use your Mirror Images, as they will remove your threat for the duration, thus causing your group to wipe.)

Why would you switch to mage armor as fire mage? Both scorch and pyroblast cost 0 mana. The only spell that costs any mana is living bomb, and you can handle that mana cost. I just did it yesterday, and I used living bomb all the time, flame orb och every cooldown, fireblast on every coldown andcombustion on every cooldown. And I never run under 90% mana.

When we did this around the second week of cata we just gathered up a bunch of people and went there and nuked the crap out of him.. By a bunch i mean like 30+

Scorch is free if specced, and pyroblast is free when hot streak procs (wich is the only time you should be casting pyroblast)
