So, I haven't seen this announced on any other website or forum, including the WoW forums. But Faction Changes are now available on your account management page:

Based on further community feedback, we have also decided to offer a race change service in the future. Players who choose to switch races will be able to change their race within their same faction and class. Additional details will be released at a future date.
Things to know:
- The faction change process is not immediate, and a character will not be available for play while a faction change is pending. Under normal conditions the process should take under an hour, but please allow up to several days for a faction change to complete.
- During this process, you will select a new character race from the opposite-faction races that have the character's class available. You cannot change a character's class.
- To see how character-specific information such as achievements, reputations, and items are affected by a faction change, refer to the Translation Table.
- A realm transfer is not included in a faction change. However, the restriction on having members of both factions on a PvP realm has been lifted, so you can have characters of both factions on a single PvP realm.
- A character can change factions once every 60 days.
- Not every character will be eligible to undergo a faction change. If applicable, the reason a character is not eligible will be brought to your attention before payment is rendered. For example, faction changes may not be possible on certain realms or only one "direction" of faction changes may be allowed on a given realm.

So to recap:
- $30
- 60 day cooldown (Separate from Name, Realm, and Gender changes. You can still use these other services after changing factions)
- Characters below level 10 are not eligible
- Cannot change class
- Cannot change realm
- Can change race (as long as it's available to your class)
- Can re-customize toon
- Faction changes may be limited due to faction/server population
- Your Reputation/Mounts/Achievements/Titles/Spells(portals)/Flight Paths will be transferred over to the correct faction's
- You will lose all quests in your log
- Your hearth will be reset to a capital city of the receiving faction (most likely the capital corresponding to your chosen race)
- You will not lose ANY items. Items like BG tokens and other race-specific items will automatically transfer over
Things to expect:
- Top PvE and PvP players changing factions to play with people of their skill level.
- Raiding guilds falling apart, while others are reinforced
- Arena teams breaking up, while gaining new talent
- Season 7 to be MUCH more competitive as the elite players join forces
- Hardcore players changing factions twice to gain desired race on original faction. (Gnome DK changing to horde, and back to alliance as Human for +5 Expertise)
- Many exploits to be discovered through faction changing and manipulation
- Server economies becoming unstable as mass amounts of gold are moved across
- Gold selling companies supply increasing (price decreasing?)
