Hey,
As I am aware of, many scammers and traders who exchange accounts have this issue.
It is pretty simple to remove this payment restriction. What you have to do is:
1. Send a webform to Billing support with the incident ( You can't do PCT's ) including credit card front part picture and passport/ID of the card's owner.
In the details, describe a story that "happened".
For example ( I did this one few times );
This usually works for me ( 3 out of 3 tries ).Dear Blizzard,
I was recently hacked and it seems my Payment Options are blocked. I really need to "XXXX" ( make pct - gametime blabla ) so i'm sending you a picture of my credit card and one of my passport.
Hope you can remove it soon.

2. Call Blizzard Billing Support and tell them you've sent them an email with the info needed to unblock it, they will check it.
3. They will see info is correct on pictures and they will allow your account to make the payment.
NOTE: This does NOT always work, if you had a 3 days ban before it may NOT work.
