Gems
1) Yellow gems stats you want. To start get Gems with Resil and Hit. once you get up above 700 resil with gear stop gemming resil and go for an different stat. Also gem Hit to start until you get to hit cap which is 4% for pvp, lower with talents and your racial. again you can later replace this with gear that already has hit starts in its (ie. WG gear, or Deadly ring, trinkets etc) After your gear has improved Gem in Crit for yellow gem slots. some ppl like haste but just from gemming it wont give you enough to make much of a difference and crit will help you out more.
[Mystic Autumn's Glow]
2) Blue - Stamina
[Solid Sky Sapphire]
3) Red - Spell Power
[Runed Scarlet Ruby]
- Try to use Orange gems for these when you can't satisfy your meta gem and gem set bonuses. Orange to get Red stat of Spell Power
[Durable Monarch Topaz]
4) Meta - (Depends on the Shaman) -
[Chaotic Skyflare Diamond] - 21 Critical strike rating and 3% increased critical damage. (More Damage)
OR
[Tireless Starflare Diamond] - 20 Spell power and minor run speed increase. (Helps playing defensively)

Resil.
You want your resil to be around 800-1000

Health Pool
1) go for about 20k HP as elem. sometime more can be better as well. to help with this use Stam gems and enchats to start your gear off and consider speccing into Toughness for 10% increase. as your gear improves it will be closer to 20k without too many gems/enchants/or talents

Specs
-spec with more survivability: Talent Calculator - World of Warcraft
this uses thoughness for 10% stam and reduced CD on Grounding Totem but comes at the cost of some dps. although if you live longer you should be able to make up that dmage output by being up longer.
-more of a dps based pvp spec: Talent Calculator - World of Warcraft
has 5/5 Shamanism, 3/3 Elem weapons, and ToW (which is nice for BGs but not all that useful in arenas)
-------------------------------------------------------------------------
Using Spell Pen.
1) Spell Pen is just the counter stat to Spell Resist, so more most cases you need 0. In the cases of a druid buff it adds 54 spell resist to all schools so you would need 54 spell Pen to balance that out to even. Spell Pen on a target with no resistance stats is a waste, and if fighting druids just purge off buff. in cases like warlocks it helps to have some spell pen but to start off i wouldnt even worry about it. You can enchant 35 spell pen to your cloak but the 23 haste on it may be better to start off
-------------------------------------------------------------------------
Glyphs
1) Essential glyphs: Flame Shock and StoneClaw
3rd glyph depends on what you do and your play style but they are Thunder (reduced CD on TS by 10 sec), Lava (10% more SP contribution to LvB), or ToW (gives yourself a SP buff for 5 min when you drop ToW, this is on top of SP from ToW and stays around after ToW is gone). IMO i think the best is Thunder, then Lava, then ToW, but this is debatable

Totem Dropping
1) -Drop EB totem to root people close to you then Fire Nova right after. They will get a stun right after they get out of the root which it very helpful
-Drop Grounding almost everytime its up from CD. in some cases save for a nuke when you know its coming (ie when fighting an elem sham that just hit you with FlS, drop it as he is casting LvB)
-Drop Stoneclaw mainly to put damage sheild on yourself when taking hits but dont forget you can also use it to protect your totems. ppl like to kill your Fire Nova, Magma, ToW, and Grounding)
-Drop Cleansing Totem when fighting Rogues, DKs, Druids, and Hunter in that order (druids for infected wound that slows you, and hunters to nerf a lil of their dps and mana drains on u, rogues and dks its esential)
-Drop Tremor for Warlocks and Preists
-------------------------------------------------------------------------
Using Thunderstorm
- TS is an amazing tool. Can be sued to interupt casts when ES is on CD, get melee off you or your buddies. nock ppl off ledges (LM in AB, Flag area in EoTs, platform in Dalaran Sewers, etc) in case on Dal Sewers you can knock melee off, forcing them to have to run around to get back up while u pew pew them. can also make a great tool for splitting up a healer from their target or getting extra ground before breaking LOS on some 1.
--------------------------------------------------------------------------
Nice Rotation
- for a nice burst, drop Fire Nova. Pop Elem Mastery. hit target with FlS -> Instant LvB -> Cast CL -> then LB, shock, or TS depending whats up.

Additional Tips
make sure to blow bloodlust/Heroism if there's a rogue on you;
always use thunderstorm at the last 2 seconds of kidney shot and use your earthbind totem.
99% of the time if you get your rotation off FS/LVB/LB/CL/FS you will kill someone, but that takes about 5 seconds so good luck getting that off.
The best combo for this is pretty much
ele sham; rogue. 2's
ele/dk or war/rogue or pally for 3's (you wont be 2800 but you'll break 2k)
