Here are a few tools that will help you with scamming accounts
[Setting Up]
1.0 First of all, do everything with a proxy, I suggest installing Tor or you can use Proxy-Firewall, because it gives you proxy for most browsers and offers a level of anonymousity. But you can also you simple website based proxies such as Vtunnel, or you can just browse Proxy.org for a proxy that you like.
[Explanation]
1.1 By installing these proxies you will greatly eliminate the that a website will track you down. For all of those who don't know what proxies do, they pretty much funnel all of the data through their server, so on a website, if they go after you, they will hit a brick wall, because they will see the info from the proxy server.
[Fake Name and information]
1.2 Now as for those into the business of scamming money via paypal or websites like that, I know what its like, having to research names and addresses. Heres a website that will do it for you Silentbob's Fake Information Generator. As far as i know, all of this information is made up, but it is pretty detailed. I includes: Name, Address, State, Fake Phone number, Birth Day, Fake e-mail, Fake Credit Card Info (Including Security code and expiration date).
[Signing up]
1.3 When signing up for a paypal, g-mail, ect, always use a proxy, especially for places like Paypal, because normally if the money gets recalled, but you already spent it, they will send collection agencies after you. Also you should use a anonymous e-mail like, TheAnonymousEmail.com, being as you are able to receive and send e-mails from this account.
[Tips information]
1.4 Before you scam, have an idea of what you are going to buy. Paypal normally takes the money back within a day or so of the report, and even if you buy something like a subscription, Paypal could just refuse the payment and you account will get locked.
Once you have received the money, try to stall them while you are buying your items and then once you have bought it, send them fake info, or better yet, info to a scammed account. If they ask about the e-mail, tell them that you already changed it.
If you use proxies, it should prevent websites from finding out your information, but keep in mind, they there is a very very small possibility that they file something in court against the proxy company, and force them to give out you info. But you would have to have done something that involves a lot of money, and the probability that it would happen is very slim.
When scamming, Always use common sense, and try to act like you are actually offering a real account/real money. Also, be patient, if one fish doesn't bite, another will.
