-Getting Signatures for your Charter-
In order to get charter signatures, I advise looking for people in a low level zone. For alliance, I recommend Goldshire. This is a hub where players levels 1-10 quest, duel , and afk. There are also the 10-30s you'll find there hanging out or dueling. Whisper players personally with a macro asking them if they'd like to sign your charter, possibly offering help with a quest they're on, or a few silver. You can also ask in general chat. Offering help with a quest or a few silver can make a big difference.
-The Beginning: Building Numbers-
Once you've formed your guild, you only have the 9 people that signed your charter. The first step is building your numbers. Level 30+ players won't be interested in joining your guild if you only have a couple of members. To most people, a large, lively guild is a very popular idea. Even if that is not your end goal, it is a good start, so you can get the core members you want.
Open up your "Who" list (/who) and type in each 1-10 or 11-20 leveling area at a time. You've got two choices here.
1. Invite to your guild (/ginvite) every unguilded player in these zones. At least some will click accept.
2. Make a macro that you can whisper to players asking them to join your guild.
Keep on doing this, every hour, half a day, day, etc. Some players will undoubtedly become pissed off if they decline or say "no" once, and you invite them again later. You could eventually get a bad rep on your server if this went on for many weeks, but that is incredibly unlikely to happen because you will only be doing this for a couple of days at the most, and most players that you invite will never reach 70 or have any status on the server.
It helps if you have some people you can trust to take management roles while you are offline. Don't just promote someone you don't know to officer. You need some people who have booting power while you are offline in case one of the people you recruited is a ****tard and spams, or acts like a bitch. If they remain in the guild and harass members, then those members will leave.
Once you have a bunch of players (100+), get a tabard, and website/ventrilo if you can. Those three look great in ads, and people like to have a tabard.
-Finding more Serious Players-
Now, start advertising in chat channels of the zones that have the target players you want (20+ at least). Make up a nice ad, with info about what your guild is about, number of players, a tabard, website, etc. You need to get other people in the guild helping out too, possibly offer promotions for people they recruit.
Then use your ad a lot in chat channels, if you want you could try making a special ad to whisper to people as well. Some people will be more responsive if you actually whisper them rather then say something in general chat.
In order to keep people in your guild, keep them interested. If you can, get them doing things that can get them promotions. Organize events, for instance a raid, a lotto, instance runs. You need to make your guild an enjoyable place to be. If it's just a list of members, things won't go anywhere.
As you build up the more serious players, you can stop recruiting the players you don't particularly want, and singularly target players who will advance your guild.
-Keeping People Interested-
This is something else officers can help with. Organizing events when you're not on. Since not everyone is in the same timezone, it can be helpful if you have an officer from another timezone who can schedule events at that time with the players that are on.
Events:
Lottery - You can make this free to enter, with prizes from members or the guild bank, or set it up so each person entering pays a fee, and the winner takes all, or a part of the total cash entered.
To decide the winner, one method is to invite the players to a raid, and have everyone roll, or to have the arranger choose a number, and players whisper numbers, with the closest being the winner.
Raid - If you've got some decent levels, a raid on an opposite faction area can be a great way to keep people entertained.
Dungeons - Offering to take lower level characters through dungeons for loot. For instance, with alliance guilds, Deadmines is very popular.
Meetings/Party - Getting together with guildies at a location to have fun, talk. Durotar/Goldshire are good choices if you have a lot of level 1-10s, so everyone can attend. This is a great way to bond with members and make them feel welcome. Don't forget to take a group shot and upload it to the guild website if you have one!
