The World of Warcraft forums always has great guides to leveling builds for each class.

However, I do not agree with everything they put down. For instance, if you plan to AOE level, I would definitely get 3/3 imp Blizzard. AOE leveling is very efficient and great for killing quests, but do what you want with the information.

Just go frost for leveling, its the most mana efficient spec out of the three. Fire is good for bursting targets but you will be OOM a lot, and unless your going to AOE mobs dont get Imp blizzard. AoE a group of mobs can be good if your grinding and such, but if your just out questing and trying to level simply by quests, imp blizzard is a waste of talent points.

Some may tell you fire and if you get bored you can play with fire or arcane, but frost is by far the most effective.

Casts are faster, you rarely get hit, tons of moves to ensure you never die, and with mage armor on you won't run out of mana often.

Pick up all the cooldowns, improved frostbolt, and anything that increases crit chance, chance to freeze, or damage to frostbolt.

Be sure to get frostbite and improved blizzard and shatter barrier.

Later on you'll be able to use Ice Barrier, mount up, gather about 10-20 melee mobs, wait for ice barrier to break and frost nova, blink away, rain blizzard death upon them. Use regular frost nova if needed. There were a couple points this leveled me faster then questing in northend in the 70+ start zones due to how long it took to go back to quest givers.

I've found a standard arcane build at level 44 and onwards allows you to, in instances anyway, chain cast and put out good dps numbers without ever having to stop and drink. 100% mana regen with enough int to chain cast until Evo is off cooldown is very very nice. My dps hovers around the 150-200 range depending on what's happening, and a simple flame strike then blizzard works for aoe, with either Arcane Power or POM'd Flame Strike mixed in when the cooldowns are up. It's not a soloing spec nor a BG spec, but instead completely focused on doing damage in mid range dungeons with good regen to let you keep killing stuff with only needing to stop every 4 minutes for an evocation channel.
