The minimap is done with Sexymap (SexyMap - Addons - Curse) and the bottom image seems a custom background image with litepanels (LitePanels - Addons - Curse) or KGPanels (kgPanels - Addons - Curse)

Could also be from BTEX or SunnArt (custom background image)

Couldn't agree more with Gotxi. He's probably correct. It seems to be a semi-transparent image which is just repeated to the right/left.

Could either be kgPanels or SunnArt really. Looks like sunn with some homemade/optional skin, cause I've never seen that one in the original package.

sunn art and sunn art pack 6 .. i have it on my mage <.< using the rogue one as it fits my UI best.

you have to DL both do this:
curse.com
search for sunn art nothing behind it and dl

then search for pack 6 and dl it. install both and enable in addons and /sunn ingame
