I know when horde players buy gold via face-to-face transaction they meet the seller in ratchet, but where do they meet when an alliance player buys gold?

SW usually, it's the closest place for a human, but it depends on what race the char is.

Ah, ok. Any idea where in SW? I'de assume in the middle or by the mailbox, but I never see any level 1s there unless they're legit bankers or advertising the sites.

Everytime I've sold gold on the alliance side it's always been inside the SW bank, right near the guild bank object where the gold buyers immediately deposit their gold.

Right by the Guild Bank in the Stormwind bank, For me its mostly the One on the left. (:.
