How do I recall money back via paypal?

How do I recall money back via paypal If I have paid for something and I didnt get the service like wow pleveling (legit payment)

Pretty much...

1) Log into paypal.com
2) Click on "Resolution Center"
3) Click why you are recalling your money. i.e - You didn't have access to the purchase...there are more options I forgot them :/
4. Write on the form what exactly happened.
5) Wait until Paypal makes a decision.
