Why does paypal always get limited?

Everytime I make a canadian paypal, ON PROXY or Non-Proxy. i always get it limited right before i can spend the money. Anyone know why? and now i can prevent this

Actually, I found a very easy way to de-block your paypal account :P Its just faking a little information on a bill... i have the perfect template for it but if it gets to popular paypal will refuse it

What you can do is already make a bill on some website, you gain the money, you accept, you hold the chineese dudes back a bit "I forgot the CD-keys in my room"... You spend the money very fast, and when you give the CD-key they will recall the money but oops :O Money is gone!

there is a few things you can do
1. go to a website like http://www.canada411.ca/ and use a real person's info so when they go to verify the address they see it's real
2. don't go for more than about $300 because paypal just more suspicious about higher ammounts
3. spend it within a minute of receiving the money, have the website pulled up and be ready to spend
4. stall the person you are buying from, do whatever it takes
