Most people use TOR (onion router) to hide themselves while they create their fake canadian/australian paypals.

Problems with TOR:
1. Horribly slow
2. Changes IP every 15 minutes (causes paypal to get limited)


The solution:
A VPN. Your IP does not change, except for when you connect, and disconnect.

He explains that they don't limit your paypal because the VPN he's providing uses ONE IP address instead of changing.
So they don't think someone from another IP is going on your PP.
