The obvious answer: Check out the buy sell trade forum for U.S. servers and let the reviews speak for themselves.

But I would say it really depends man. Many really good boosters operate just locally on their server and aren't public sellers out of the game. You could reverse the aforementioned process and after seeing an ad in trade chat on your server, then search ownedcore for any reviews on that service. 8/10 times you'll find a review thread.
