Where is a reliable source to buy rating?

As the title says, I'm currently wanting 2200 in RBGs or at least 2000 rating.

I would like to find a reliable source, and at a decent price..
Please reply here if you have any good experiences with a website, or person.. for all the people I've talked to never reply, or they want $200 to wintrade my rating..
