Yes and no, as hit cap itself is 446 without talents/buffs. For locks, if you have 3 points into Suppression or Cataclysm (depending if you are Aff spec or hybrid/demo spec), then you need 368 to cap. If you can manage an extra 3%+1%(for ally's) hit rating through raid buffs/auras then hit cap can be as low as 263 (for Ally locks) or 289 (for horde locks).

the OP was in january, hence before WoTlk, these are level 70 caps not 80
263 hit rating provides 8.04% hit rating, which is the cap for special attacks.
